The Contractor will join the eWarrants application team and be primary responsible for the functional data conversion effort for each criminal justice agency. DPS technical personnel will export the data from state-owned systems and provide to the department to use in comparison to the data owned and maintained by the local law enforcement entities. The department will then work directly with DPS staff and law enforcement or court personnel across the state to research and resolve data issues. Any actual changes that need to be made to the data will be done by authorized personnel only. The cleaned data will then be imported into eWarrants during go live. This is a repeatable process for each individual court and law enforcement entity in an Ohio county.
As a secondary responsibility, the contractor will become an eWarrants SME and assist existing team members in developing business process flows that support a court or law enforcement entity’s unique way of doing business; participate in the rollout of eWarrants including overseeing the entire data conversion effort and data readiness upon go live.
Finally, the position does require about 20% travel throughout the State of Ohio in a DPS owned vehicle. The department must have some flexibility, with advanced notice, to travel by car to various locations. This could entail working beyond a standard eight-hour day (all time including travel time is chargeable; gas in the DPS owned vehicle to be paid for by the State; per diems are not offered.
During the interview process with the ODPS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance. Resource will have a background check conducted by ODPS.
Highly skilled in the use of Excel for data manipulation using, but not limited to, the following Excel features:
- Import of data through Power Queries
- The development and use of pivot tables
- Data manipulation through features such as TRIM, Dynamic Arrays and XLookup
- Use of power pivots
- Removal of duplicates by using Excel Remove Duplicates feature
- Use of conditional statements

- Have a strong understanding of prioritization stemming from the elicitation of system and/or user requirements.
- Have excellent organizational skills, proven analytical, planning, problem solving, and decision-making skills.
- Must be knowledgeable in the English language/speak clearly and understandably use the English language.
Required Skills:
- Four (4) years of experience as an advanced Excel user within the past eight (8) years.
- Four (4) years of experience in the area of data conversion using Excel or similar tool.
- Four (4) years of experience as a Business Systems Analyst within the past eight (8) years.
- Four (4) years of experience eliciting and defining system and user requirements through observation, interviews, and analysis.
- Four (4) years of experience working directly with end-users to define requirements and provide technical advice and assistance in a large-scale environment.
- Four (4) years of experience translating customer needs into formal business requirements.
- Three (3) years of experience interviewing non-technical end users to determine and document current business process flows.
- Two (2) years of experience in Business Process Re-engineering.
- Three (3) years of experience using Visio to create business process flows including standard flowcharts and swim lane diagrams.
- Three (3) years of experience creating test conditions, test cases, and test scenarios.
- Four (4) years of experience analyzing end-user needs and conducting fit gap analysis.
- Documented experience as a technical Business Analyst from project initiation through completion on a minimum of two (2) software development or implementation projects requiring a minimum of two thousand (2,000) Full-time Equivalent (FTE) hours to complete.
- Documented experience using project management software () to develop and maintain a Work Breakdown Structure (WBS) on a minimum of two (2) projects
- Four (4) years of experience using a business requirements tracking tool for recording and prioritization of business requirements.
- Documented experience in systems process and data mapping, requirements gathering, and analysis as well as proficiency in the creation of detailed documentation.
- Needs to show at least 1 experience with a large organization as ODPS.
- Must have a valid driver license issued by any US State; driver license must stay valid throughout length of employment
Desired Skills:
- Prior experience in working with Criminal Justice and Law Enforcement entities
- Knowledge of Agile Methodology and/or scrum practices
- Microsoft Azure DevOps and/or Jira or any other collaboration tool
Important:
- Travel Required throughout Ohio onsite required while not travelling.
